(a) Minutes of all regular and special meetings of Council, and all other Municipal Bodies, shall be recorded and open for public inspection after they have been read and approved by the applicable body. Minutes of executive sessions of public bodies need only reflect the general subject matter of discussion in such executive session.
(b) The Clerk shall retain the Minute Book for each Municipal Body. The Minute Book shall contain the minutes of all meetings of each Municipal Body. The public may inspect the Minute Books at all reasonable times.
