(a) If a Member of Council will be absent or tardy from a regular, special meeting, or Committee meeting, they shall report such absence to the President of Council or the Clerk or the Chairperson of the Committee prior to the start time of the meeting. An unreported absence will be considered an absence without valid excuse.
(b) For expulsion of an elected official from a meeting, the Presiding Officer of the Council or of a Council Committee may rule an elected official out of order and, upon the concurrence of two-thirds (2/3) of the remaining members of the Council or of the Committee, they will be requested and/or ordered to leave the meeting.
(c) The Council may punish or expel any member for disorderly conduct, violations of Chapters 127 and 129 of the Codified Ordinances or violation of its rules of order as contained in this Chapter 121 and any other authority incorporated herein, and declare his/her seat vacant for absence without valid excuse, where such absence or conduct has continued for two (2) months. No expulsion shall take place without the concurrence of two-thirds (2/3) of all the members elected, and until the delinquent member has been notified of the charge against him or her and has had an opportunity to be heard.
