The Mayor and Council may prepare and distribute to residents of the Village, newsletters and/or factual reports as to official actions taken by the officials of the Village, legislation adopted by Council, financial resources and expenditures and recreational or civic activities or matters. Such reports and/or newsletters shall be used for the purpose of disseminating relevant information to the residents of the Village concerning the activities and operation of Village Government and to promote and disseminate information thereon, but shall not be used to promote or detract from any candidate for office or political issue or to influence the voting of any citizen thereon. The cost of preparation and distribution of such public information, newsletters and/or reports shall be paid from the general fund within items of appropriation approved by Council.
