Wherever the designated Fire Official disapproves an application or refuses to grant a permit applied for when it is claimed the provisions of the code do not apply or the true intent and meaning of the code has been misconstrued or wrongly interpreted, the applicant may appeal the decision of the designated Fire Official to the City Council within 30 days from the date of the decision to be appealed.
