(A) The purpose of the city's public water utility is to provide safe drinking water to the city and allow for a distribution system that permits responsible residential, commercial, and industrial development. The public water system is only sustainable when there are requirements to connect to the system and set appropriate user fees to pay for all system costs.
(B) There is established a water utility of the city which shall be under the supervision of the City Administrator. The water system as it is now constituted or shall herewith be enlarged or extended shall be operated and maintained under the provisions of this chapter, subject to the authority of the City Council at any time to amend, alter, change, or repeal the same. The Public Works Department shall have responsibility for the management, maintenance, care, and operation of the water system of the city.
