§ 114.08 EXPIRATION, RENEWAL OF LICENSE.
   (A)   Every license issued pursuant to this chapter shall expire at 12:00 a.m. midnight on December 31 of each year, unless sooner revoked by the City Council, and must be renewed before operation is allowed in the following year.
   (B)   Applications for renewal must be submitted with the annual license fee to the City Administrator no later than 60 days before the license expires. When an application for renewal is made less than 60 days prior to the expiration date, the license will expire and a new application for a license will need to be applied for. If the City Administrator determines good and sufficient cause is shown by the applicant for failure to file a timely renewal application, the City Administrator may, if other provisions of the chapter are complied with, submit the application.
   (C)   Renewal licenses will be issued by the City Council unless the City Council finds cause for not renewing the license.
   (D)   No license, for which the application for renewal has been timely made, shall be deemed to expire until the City Council has rendered its decision not to renew a license.
   (E)   If the city denies renewal of a license, the applicant shall not be issued a license for one year from the date of denial. If, subsequent to denial, the city finds that the basis for denial of the renewal license has been corrected or abated, the applicant may be granted a license.
