(A) Council action. The Council shall investigate all facts set out in the application. Opportunity shall be given to any person to be heard for, or against, the granting of the license. After the investigation and hearing, the Council shall grant or refuse the application at its discretion. If the application is rejected, the city shall refund the license fee.
(B) License transfer prohibited. Each license shall be issued to the applicant only. Each license shall be issued only for the premises described in the application. No license may be transferred to another person, including to a reorganized corporate entity, or to another place, without the approval of the city.
