§ 72.12 EXEMPTIONS.
   (A)   Authorized city staff may operate city owned all-terrain and utility task vehicles without obtaining a permit within the city, on city streets, sidewalks, trails, rights-of-way, and public property when conducting official city business.
   (B)   A special vehicle operator's permit is not required for individuals driving an all-terrain vehicle, utility task vehicle, or golf cart on city streets in a community parade or during other community events in which the city has granted a special event permit.
   (C)   A special vehicle operator's permit is not required for individuals driving an all-terrain or utility vehicle who are not residents of the city; and the travel did not originate from within the city; and the vehicle is not normally garaged or stored within city limits. This exemption does not exempt the driver or operator from adhering to any/all other operating requirements outlined within ordinance or state law.
   (D)   Notwithstanding any other provisions in this chapter, an all-terrain vehicle or a utility task vehicle may be operated on a city road in an emergency during the period of time and at locations where snow upon the roadway renders travel by automobile impractical.
