The Supervisors of the Township, in order to protect the health and safety of the people, are hereby authorized and directed to make such regulations as to the storage, collection, transportation and disposal of garbage and rubbish and the rates to be charged therefor within the township as are necessary for such purposes and for the purposes of carrying out the provisions of this Part, which said regulations may be changed or amended by said Supervisors from time to time.
