For the purpose of this Part, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DOCUMENT OF CERTIFICATION, EVIDENCE OF COMPLIANCE. An official statement from the Code Inspector and Sewer Department personnel of the township stating that there are no illegal stormwater or surface water connections or infiltration into the sanitary sewer system on the specific property which is being sold or rented.
DOCUMENTED PROBABLE CAUSE. A written document or record containing specific and articulable facts which, in the totality of the circumstances, would cause a reasonable person to believe that a violation of this Part has occurred or is occurring.
DYE AND/OR SMOKE TEST. Any commonly accepted method of testing wherein dye and/or smoke is introduced into the stormwater, surface or subsurface water collection system and downspouts of real estate property to determine if any illegal stormwater or surface water is entering the sanitary sewer system.
ILLEGAL STORMWATER OR SURFACE WATER CONNECTIONS. The connection of any basement seepage, surface water, subsurface drains, downspouts, roof drainage or surface areaway drainage into the sanitary sewer system.
INFILTRATION. Entrance of any water or liquid into the sanitary sewer system, known or unknown, through any joint, pipe connection or other means.
MUNICIPAL LIEN AND PROPERTY TAX VERIFICATION LETTER. A written letter from the proper official of the township concerning municipal liens and property taxes.
PERSON. Any person, syndicate, associate, partnership, firm, corporation, institution, agency, authority or other entity recognized by law as the subject of rights and duties.
TEMPORARY DOCUMENT OF CERTIFICATION. A temporary statement of certification from the proper officer of the township issued pursuant to the terms of § 18-504.
