§ 18-202  SEWER RENTAL CHARGES.
   1.   Imposition of sewer rental charges.
      A.   All owners of property connected or connecting with the sewer lines and the public sewage system, and all of the owners of property who may hereafter connect with and use the same shall pay uniform sewer rentals or charges in an amount as established from time to time by resolution of the Board of Supervisors per equivalent domestic unit (EDU) per month for the use of such sewage facilities. An amount as established from time to time by resolution of the Board of Supervisors per EDU per month of the monthly user rental charge shall be placed in a capital reserve fund to be established by the Supervisors.
      B.   Tap-ons for new sewer connections shall be charged in the amount established by resolution of the Board of Supervisors payable as provided in the rules and regulations.
   2.   Payment of charges; penalty for late payment.
      A.   Sewer rentals or charges shall be paid monthly in accordance with township billings for sewage services.
      B.   All sewer rentals or charges shall be paid on or before the last calendar day of the current month. If not so paid, the rental or charge shall be delinquent after the fifth day of the following month.
      C.   All sewage service charges which become delinquent shall be subject to a late charge of 1.25% per month on the unpaid balance thereof.
   3.   Unpaid charges constitute lien. The owner or owners of the premises are responsible for the payment of all sewer rentals or charges assessed against the premises. The sewer rental or charge, together with penalties and interest as permitted by law, shall be a lien on the properties charged with payment thereof, from the effective date of this Part, and if not paid after 30 days’ notice, may be collected in any manner provided by law.
   4.   Rates. Industrial and commercial sewer rates shall be as defined in the rules and regulations.
   5.   Charges; rules and regulations. Sewage collection, transportation and treatment charges shall be imposed by the rules and regulations of the township with reference to sewage as are now enacted and as it is hereafter adopted, amended and modified by the Supervisors or by sewer rate resolution amendments.
