No person shall install or alter a subsurface sewage disposal system, nor construct any building in which a subsurface sewage disposal system is to be installed, in the township, without first obtaining a permit indicating that the site, plans and specifications of such system are in compliance with the Sewage Facilities Act of 1974, 35 P.S. §§ 750.1 et seq., and the rules and regulations adopted pursuant to said Act as promulgated by the Department of Environmental Protection.
