1. The following persons are exempt from the provisions of this Part:
A. Persons soliciting contributions on behalf of any organization registered as a charitable or non-profit organization by either the commonwealth or the United States of America; and
B. Any person licensed by the commonwealth to engage in any business or commercial activity including, by way of illustration, but not intending to limit, real estate, insurance or security brokers and salespersons.
