No person licensed as a solicitor, seller, purchaser or peddler under this Part shall hawk or cry his or her wares or services upon any of the streets, highways or sidewalks of the township nor shall he or she use any loud speaker, bell, whistle or other device for announcing his or her presence by which the public is annoyed.
