1. The landlord shall provide the Code Enforcement Officer with access to the dwelling unit(s) at all reasonable times to allow the Code Enforcement Officer to inspect the same.
2. Any person, firm or corporation, whether they are principal, agent or employee, who shall violate any provision of this Part or assist in the violation of any provision of this Part or of any regulation made by the township or the Code Enforcement Officer under the provisions hereof, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be subject to a penalty for a first offense of not less than $100 nor more than $1,000, plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Upon conviction of a second offense, they shall be subject to a penalty of not less than $200 nor more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Upon conviction for a third or subsequent offense, shall be subject to a penalty of no less than $300 nor more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
