(a) It shall be unlawful for any person to deliver, distribute, or otherwise place newspapers, advertisement material, flyers, handbills, or other like materials, whether free or paid for, in the Village of Bradford by placing the same on streets, sidewalks, parks, lawns, unenclosed porches and the like, unless the same are placed in a receptacle furnished by the recipient for that purpose or firmly secured to a doorknob or a door handle, or placed between a door and a screen door or storm door, or otherwise secured to prevent scattering, blowing, and littering.
(b) Whoever violates this section is guilty of a minor misdemeanor.
