715.03  LICENSE REQUIREMENT.
   (a)    When an organization, whose purpose or mission is to aid or assist a nonprofit organization or purpose within the Village, plans to solicit donations or to sell or take orders for the sale of goods to be delivered or services to be performed in the Village, such organization shall obtain a license or permit from the village administrator before engaging in such activity in the Village.
   (b)    Upon receipt of an application for such a license or permit, the village administrator, in his sole discretion, shall determine if the proposed solicitation may be approved or not.
   (c)    The application may be approved if the administrator determines, on a reasonable basis, that the purpose is such that it will aid or assist a non-profit organization or purpose within the Village and will not be a nuisance or burden to the community or to its citizens.
   (d)    The administrator may limit the time period for which the permit is valid and may revoke the permit upon his determination that the scope of the permit has been violated or misused.
