The Subdivision Regulations shall apply to any area not presently within the actual corporate limits of the Village if the area is to ever be annexed to the Village. If said subdivision ordinance is not followed in said area, said area shall not be annexed to the Village unless unusual circumstances shall permit it, and then only after open public hearings have been conducted by Council with indications as to why said annexation can be permitted without following the Subdivision Regulations.
