New construction shall be defined as construction of a principal building or dwelling, whether residential or commercial, exclusive of garages, additions, or other outbuildings or similar structures.
Prior to beginning any new construction, the owner of a lot or parcel of land which does not have installed a sidewalk, curb and gutter, shall be required to post a bond with the Village Clerk prior to issuance of any building permits. The purpose of the bond would be to insure completion of the sidewalk, curb and gutter in compliance with Village regulations governing the installation thereof.
