(a) When a petition for a change, amendment, supplement, repeal or modification is filed, and before any action shall be taken as provided in this section, any person desiring such action shall be required to pay a fee of fifty dollars ($50.00) and under no conditions shall such sum or part thereof be refunded.

(b) The fee to apply for a variance shall be twenty-five dollars ($25.00).
