No building or other structure or construction of sidewalk, curb or gutter shall be erected, moved, added to, or structurally altered without a building permit thereof, issued by either of the enforcing officers. No building permit shall be issued excepting in conformity with the provisions of this Ordinance and specifically regarding building permit procedure and fee schedules.
