Essential services shall be allowed in any district insofar as permitted, authorized, or regulated by law or other ordinance. Buildings required in conjunction with an essential service may be permitted in any district when approved by the Planning Commission. In granting such permission the Planning Commission shall take into consideration the location, size, use and effect such building will have on the adjacent land and buildings.
