(a) The owner or such other person having care of or being in control of land shall properly collect and dispose of grass or vegetation clippings, branches and other yard waste as allowed by village ordinance.
(b) No owner or other person having care of or being in control of land shall blow, sweep or dispose of grass or vegetation clippings, branches or other yard waste onto the sidewalks, streets or other public rights of way.
(c) No owner or other person having care of or being in control of land shall allow grass or vegetation clippings, branches or other yard waste to accumulate on said premises longer than one week, without properly disposing of said yard waste.
