All noxious weeds shall be cut or destroyed, and removed, by the owner, lessee, tenant, occupant, or person or persons having care of or in control of the premises or land on which such noxious weeds shall be growing. Failure to do so may subject such owner or other person to a notice, citation, or penalty as set forth hereinafter.
