(a) For the purpose of this chapter, the term "noxious weeds" shall include horseweed, poison ivy, ragweed and any other type of weed or grass or uncontrolled growth of a height of seven (7) inches or more, which by reason of the pollen or seed spread or about to be spread by it, or by reason of the density of its growth, or by reason of its unsightliness, injuriously affects the public health, safety or welfare.
(b) All noxious weeds as defined herein are declared a nuisance.
