1319.11  EXTERIOR PROPERTY AREAS.
   Every owner or occupant of any Commercial Structure shall maintain or require to be maintained the exterior property areas of such premises in a clean, safe and sanitary condition, free from fire and health hazards, and fit for its designed or intended use.
   Further, such premises shall be maintained in such condition so as to avoid having a deteriorating influence on the neighborhood and community or constituting a public nuisance or safety hazard. It shall be a violation of this chapter to allow any of the following conditions:
   (a)   The accumulation of garbage, trash, yard waste or trimmings, used materials or containers or other debris if not contained in an approved dumpster or trash container;
   (b)   The accumulation of building materials if not covered or contained in an enclosed storage container;
   (c)   The accumulation of used or damaged motor vehicle parts or tires if not contained in an enclosed storage container.
   (d)   The storage of junked motor vehicles if they are not hidden from view by approved fence or screening surrounding that part of the property or premises where such vehicles are located.
   (e)   The deterioration or damage to sidewalks, walkways and paved surfaces to which the public has access.
