The owner, as defined in this Chapter, shall be responsible for compliance with all provisions of this Chapter, except as set forth below:
The occupant of any Residential Structure, as defined herein, shall be responsible for maintaining the interior of the structure in a safe, clean and sanitary condition, free from fire and health hazards, and fit for human habitation; as well as that part of the exterior premises which the occupant (lessee or tenant) occupies and controls.
