1317.11  EXTERIOR PROPERTY AREAS.
   Every owner or occupant of any Residential Structure shall maintain or require to be maintained the exterior property areas of such premises in a clean, safe and sanitary condition, free from fire and health hazards, and fit for human habitation.  Further, such premises shall be maintained in such condition so as to avoid having a deteriorating influence on the neighborhood and community or constituting a public nuisance. It shall be a violation of this Chapter to allow any of the following conditions:
   (a)   Broken or dilapidated fences, walls or other structures.
   (b)   Out of use or non-usable appliances or machinery.
   (c)   Rugs, rags or other materials which are not being used for general household or housekeeping purposes.
   (d)   Broken, dilapidated or unusable furniture, mattresses or other household items, broken glass, plastic material, paints, miscellaneous coverings and/or any other materials, including those described in this section, placed at or on the premises in such a manner as to be in violation of the provisions contained in this Chapter.
   (e)   Lawns and landscaping shall be maintained according to the provisions contained in the Village Code.
   (f)   No building material or materials, parts, equipment or tools, mulch, sand, dirt or other material intended for use in landscaping, gardening or construction shall be left standing open or uncovered upon any premises for a period of time not to exceed one month without specific written authorization from the Village Administrator or other designed official.
   (g)   Drainage systems are to be maintained by the owners of the parcels on which they are located, and at no time shall anyone plant shrubs and/or trees, or discharge, empty or place any material, fill or waste into any drainage system so as to divert or impede natural drainage flow.
