1313.03  ASSESSMENT OF COST.
   (a)   If the owner, and/or, lessee, tenant, occupant, or other person having care of or in control of the land on which the nuisance exists does not completely abate the nuisance within the time limit prescribed in Section 1313.01 , the Village Administrator may proceed to take any action necessary to abate the nuisance.
   (b)   Abatement of the nuisance, as it pertains to this chapter, shall consist of mowing, trimming, pulling, or otherwise removing and/or hauling and destroying the noxious weeds, grass or other growth located thereon.
   (c)   The charge for abatement of the nuisance, to the owner, lessee, tenant, occupant, or other person having care of or in control of the land upon which the nuisance exists, shall be one hundred fifty dollars ($150.00) per man hour port-to-port.
   (d)   The Village Administrator shall notify the owner, lessee, tenant, occupant, or other person having care of or in control of the land upon which the nuisance exists of the costs of abatement of the nuisance by personal service or certified mail, which notice shall give the responsible party five days to pay to the Village the cost of the abatement of the nuisance.
   (e)   If the cost of the abatement of the nuisance is not paid in full after the time period set forth herein, the Village Administrator shall request the Village Clerk to certify the amount to the appropriate County Auditor for the collection of the amount due as part of the real estate taxes and assessments for said real estate.
