(a) On compliant by any citizen, or other notice provided to the Village Administrator, of a public nuisance within the Village, the Village Administrator, or any agent designated by the Village Administrator, may inspect the site of the reported nuisance.
(b) If the inspection confirms the existence of a public nuisance, the Village Administrator shall notify the owner, lessee, tenant, occupant, or other person having care of or in control of the land on which the nuisance exists, by personal service or certified mail, if the address is known, or by newspaper publication, if the address is unknown, that a public nuisance exists and must be abated within seven days of the receipt of notice by personal service or certified mail, or within thirty (30) days of the date of newspaper publication.
