(a) Scattering. Old newspapers, handbills, and waste paper, floor sweepings or other litter shall not be scattered or thrown on public or private property but shall be deposited in public or private receptacles.
(b) Burying or Burning Prohibited. No person shall bury or burn any garbage, refuse, or rubbish, as defined in Section two, or throw or leave the same in or upon any street, court, lane, alley, public square, public enclosure, vacant lot or in any pond, stream or body of water or branch thereof within the limits of the Village.
