The Village of Bradford hereby adopts an automated refuse collection system using only those containers furnished by Best Way Disposal and subject to the following requirements:
(a) The containers (hereinafter referred to as “toters”) furnished by Best Way will be required for the storage and collection of refuse and other solid waste at each residential and commercial location which is serviced by the collector.
(b) All refuse and solid waste must be held within the toter provided by the collector. No additional cans, containers or bags will be collected. If the customer’s refuse and solid waste cannot be contained within the provided toter, an additional toter or toters must be purchased.
(c) Best Way will furnish one toter to each customer at no cost. If additional toters are required, Best Way will rent them to the customer at a monthly fee per toter.
(d) Commercial locations must have the appropriate-sized container for the amount of refuse and solid waste generated each week. (For example, if a business generates enough refuse or solid waste to fill a 30 yd. dumpster, then the business must have that size container or larger).
(e) On the day designated for trash collection, the toter must be placed within four feet of the adjacent roadway.
(f) There must be at least three feet of clearance between each toter and any other object (for example, a mailbox, sign, or utility pole).
(g) Each toter must be placed at the curb with the arrows on the lid pointing to the street. If the toter does not have visible arrows, then the toter should be placed so that the wheels are located away from the street. (This will prohibit damage to the toter lid and will allow the lid to be shut after the toter is emptied).
