951.02  DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply:
   (a)   “Refuse”  means ashes, glass, crockery, tin cans, paper, boxes, rags and old clothing and all other similar nonputrescible wastes.  The term shall not include any material such as earth, sand, brick, stone, plaster or other similar substance that may accumulate as a result of construction operations or industrial processes.
   (b)   “Garbage”  means all putrescible wastes except human excreta, sewage and other water-carried wastes, including vegetable and animal offal and carcasses of dead animals, and includes all such substances from all public and private establishments and from all residences.
   (c)   “Rubbish”  means and includes the miscellaneous waste material and refuse from housekeeping, and include packing boxes, cartons, excelsior, paper, ashes, cinders, tin cans, bottles, metals, rubbish, etc.
