(A) No person, firm, or corporation shall operate or sponsor a racetrack for vehicles propelled by internal- combustion engines within the corporate limits of the city, or participate in or take any part in the operation of such a racetrack or in any race involving any such vehicles within the corporate limits of the city.
(B) No person, firm, or corporation shall run or operate one or more internal-combustion engine vehicles upon any racetrack within the corporate limits of the city, whether such operation is with other vehicles or alone, irrespective of whether the operation is part of a race, or is a tryout or a practice run.
