The license provided for shall be issued by the Utilities Director. No license will be granted for more than one year, and all licenses shall expire on the first day of January. The fee for the license will be determined by the Board of Public Utilities, payable to the city, and deposited in the general fund. The Utilities Director shall have the authority and power to suspend any license whenever, in his or her opinion, the plumber violates any provision of this chapter.
