No person, other than those using human-propelled vehicles, shall engage in the business of a junk dealer for the purchase or sale of junk, or transport through the streets or alleys any conveyance for the purpose of collecting or disposing of such articles, without a license from the Mayor or such officer as he or she shall designate.
