The permit request provided for in this chapter shall be ruled upon by the Municipal Administrator or his designee within seven days of the filing of the request. A permit request that is refused may be appealed to City Council by the petitioners. A permit granted by the Municipal Administrator may be appealed to City Council by any city resident. An appeal must be filed with the Clerk of Council not less than ten days before the event is scheduled. City Council shall vote to grant or revoke the permit.
