All interpretations of and decisions made under this Zoning Code not requiring the review and decision by the Planning Commission, the Board, or Council shall be made by the Planning Director, including interpretations of zone and district boundaries as indicated in § 150.11. All requests for a decision or approval under this Zoning Code begin with the property owner or an agent thereof, such as an architect or attorney, filing an application with the Planning Director on forms provided by the Planning Director and amended from time to time.
