§ 150.78 STREET TREES.
   (A)   Except for lots in the Central Business District or the Bowling Green Gateway District which have parking areas fronting Main Street or Wooster Street and are regulated by § 150.72(D): for any new development or an expansion of an existing building by more than 20% of GFA, street trees shall be planted at a rate of one tree per 40 linear feet of frontage. A lot with less than 40 feet of frontage shall be required to a minimum of one street tree. Existing street trees as determined in division (G) of this section or any trees planted by the city as part of a tree fee paid by a subdivider contribute to the fulfillment of this requirement.
   (B)   Street trees may be planted in designated tree boxes within the right-of-way, or may be planted on the private lot within three feet of the front lot line.
   (C)   Tree plantings shall not be placed in the Vision Clearance Triangle.
   (D)   Prior to receiving a zoning permit, a street tree plan shall be submitted to and approved by the City Arborist in accordance with all instructions, the payment of all fees associated, and compliance with all standards set forth in this Zoning Code.
   (E)   All proposed plant material shall be:
      (1)   At least two inches in diameter at breast height at the time of planting;
      (2)   Not one of the species listed as invasive by the Ohio Department of Agriculture’s Plant Pest Control Program;
      (3)   Not more than 30% from any single plant genus; and
      (4)   Living, free of disease, undamaged, and free of material defects.
   (F)   All street trees required to be installed herein shall be maintained with plantings in good health and free of refuse and debris.
   (G)   The preservation of street trees that exist on a site shall count toward the requirements of this Zoning Code, provided that:
      (1)   Existing preserved trees must be greater than three inches in diameter;
      (2)   Existing vegetation is clearly indicated on the landscaping plan;
      (3)   Existing vegetation is not an invasive species; and
      (4)   Existing vegetation is in good health or can reasonably be brought into good health.
   (H)   If trees present hazards for above- or below-ground utilities, the city may exempt a lot from these street tree requirements.
