No person shall solicit, drive, operate, or otherwise in physical control of any commercial quadricycle for the purpose of carrying the public generally as passengers for hire, gift, donation, or other consideration unless:
(A) The owner of such commercial quadricycle has obtained a City of Bowling Green permit issued by the Municipal Administrator, or designee;
(B) Each driver of the licensed commercial quadricycle has a valid drivers' license;
(C) Each quadricycle and driver is insured for liability coverage in at least the amount of the state minimum for motor vehicle operators in the State of Ohio;
(D) The current license is clearly displayed on the quadricycle.
