(A) No person shall haul or transport any material over any portion of the streets in the municipality without such adequate provision as will prevent the spillage of any material upon the streets. In the event of any spillage in the course of the haulage or transportation, the material deposited upon the street shall be forthwith removed by the hauler. The term STREET, as used in this section, includes sidewalks.
(B) Whoever violates this section is guilty of a minor misdemeanor.
