Whenever any vehicle which has been impounded by a police officer remains in the possession of the municipality, unclaimed by any person having the right to the possession of the vehicle for a period of 90 days, the vehicle may be sold under the direction of the Police Chief at public auction to the highest bidder, after notice of the auction has been given not less than once a week for three consecutive weeks by publication in a newspaper of general circulation within the municipality.
