§ 52.03 DECLARATION OF CHARGE NECESSITY.
   It is determined and declared to be necessary and conducive to the protection of the public health, safety, welfare, and convenience of the city to charge and collect for all electrical energy used by consumers of the electrical distribution system of the city.
