For those areas where the proposed charges are greater than the charges currently in place the owner of the property may pay the lower tap-in fee for a period of up to one year from the date of adoption of this ordinance. Each owner of property so affected shall be contacted by certified mail within 60 days of February 6, 1989, and advised of this option.
