Any person installing, placing, or causing to be installed or placed any curb box for gas or water, manhole covers, or sidewalk gratings, shall so install them that they shall be on an exact level with the surface of the walk or driveway. When walks are reconstructed, all the above appurtenances shall be set flush with the new sidewalk or driveway grade.
