Council has determined that the tap charges herein set forth are reasonable and constitute a fair and equitable distribution of the cost of construction of the proposed sewer pumping facilities among the proposed users on the basis of the benefit to be received from its use. The tap charge herein set forth is levied in addition to the service connection fee established by the Board of Public Utilities for connecting to any sewer located in the city.
