(A) The following lands constitute the design district for the sanitary sewerage pumping station hereinbefore described, and are those lands in the corporation located in sewer district No. 1, plus additional adjacent lands located beyond the present corporate limits of the city, and are further described as follows:
Beginning at the intersection of the west corporation line of the city and the center line of Poe Road; thence northwesterly along a line paralleling the center line of Haskins Road and approximately 330 feet southwesterly thereof to a point approximately 1,320 feet northerly of such center line of Poe Road; thence easterly, and paralleling the center line of Poe Road approximately 1,320 feet northerly thereof, to a point approximately 1,315 feet westerly of the center line of Brim Road; thence northerly, paralleling such center line of Brim Road, a distance of approximately 1,320 feet, to a point on the east and west one-half section line of Section 13, Plain Township; thence easterly along such one- half section line to a point approximately 200 feet westerly of the center line of Main Street; thence southerly paralleling such center line of Main Street and approximately 200 feet westerly thereof, to a point on such center line of Poe Road; thence westerly along such center line of Poe Road to the center line of Fairview Avenue; thence southerly along such center line of Fairview Avenue to a point approximately 660 feet southerly of such center line of Poe Road; thence westerly along a line parallel to and approximately 660 feet southerly of such center line of Poe Road to a point approximately 1,320 feet westerly of such center line of Fairview Avenue; thence southwesterly a distance of approximately 1,485 feet to the center line of the right-of-way of the Baltimore and Ohio Railroad; thence northwesterly along such center line of the right-of-way of the Baltimore and Ohio Railroad to the west corporation line of the city; thence northerly along such west corporation line to the place of beginning.
(B) Council declares the hereinabove described lands to be the lands which the sewer pumping facility was designed to serve.
(C) The owner of any lands located in the design district which are not in sewer district No. 1 may connect to the sanitary sewer pumping system of such district by paying the tap charge set forth in this chapter for persons located in sewer district No 1.
