Before connecting to the sanitary sewer pumping system, the owner shall apply to the Board of Public Utilities for a permit. The application and the permit shall both show a description of the lands to which the permit applies and the use (residential or subdivision, multiple-family, nursing home or rest home, and the like). The permit shall be issued upon payment of the charge for the use and number of acres set forth in the application. If a permit is originally granted for one use and a different use which requires a higher charge is to be made of the property, a new permit shall be obtained after paying the additional tap charge.
