(A) No private sewage disposal system shall be installed or maintained on any property accessible to a sanitary sewer or where the construction of an accessible sanitary sewer may be obtained through petition of Council by one or more property owners abutting the proposed improvement.
(B) No private sewage disposal system shall be installed until the location and the proposed methods of construction therefor have been approved by the city engineer. The installation and construction of all private sewage disposal systems, equipment, and devices shall conform to the Ohio sanitary code.
