The funds received from the collection of the charges authorized by this subchapter shall be deposited with the treasurer and shall be known as the sewer revenue fund. When appropriated by Council, the fund shall be available for the payment of costs and expenses of the management, maintenance, operation, and repair of the wastewater treatment works. Any surplus funds generated from the debt service charges shall be used for payment of interest on bonds which may be issued to provide funds for the construction, improvement, enlargement, or replacement of the wastewater treatment works, and to retire such bonds when they mature or for the construction, improvement, enlargement, or replacement of the wastewater treatment works.
